The short answer is yes; your Thai fiancée will be an immigrant as the K1 fiancee visa permits the holder of the K1 fiancee visa to immigrate to the US and marry a US citizen shortly after arrival. Your Thai fiancée therefore must meet some of the requirements of an immigrant.

Once your Thai fiancee enters the US on her K1 fiancee visa, she may not leave the US and return on the same K1 fiancee visa. The K1 fiancee visa is a onetime only entry visa. Your Thai fiancée however may apply for a Travel Document from USCIS which is an application for permission to return to the US after travelling abroad. This application is made in your area BEFORE leaving the country. If your Thai fiancée does not apply for ‘advance parole’ before she leaves the US, she may be unable to return.

Should there be a delay in the bureaucracy in Thailand your petition for the K1 fiancee visa will expire.
